Leo Ryan

As the CSTS+ Project Director, Leo is responsible for day-to-day planning, managing and directing all facets of the CSTS+ Project. He also serves as the project's liaison to BGH/HIDN. Key among his responsibilities is the continuous monitoring and evaluation of the work being carried out by the project, and the progress being made in achieving goals and objectives.

Leo is skilled in the areas of organization development, training, cross-cultural communication, and project management. He has conducted workshops and provided technical assistance to community-based organizations throughout the United States, and for PVOs/NGOs and Government Organizations in 16 Nations in South America, the Caribbean, Europe, and South Asia. A Senior Manager at Macro, he has managed organizational change and productivity improvement efforts for clients including the U.S. Agency for International Development, the U.S. Department of State, the Global Telecommunications Society (GTS); the National Aeronautics and Space Administration, the Defense Information Systems Agency, the Discovery Channel, the Corporation for National Service, the Environmental Protection Agency, and the Center for Substance Abuse Prevention.

Leo earned his Masters Degree in International Communication and Development from the American University, and his Bachelors Degree in Communication from Western Maryland College. He has also studied at the Institute for Spanish Studies in Valencia, Spain, and is fluent in Spanish.

As the Senior Health Management Information Specialist for the project, David is responsible for the design and implementation of the online Child Survival Information System, which will allow PVOs/NGOs and others working in the field of Child Survival to obtain the latest child survival information regarding projects, PVOs/NGOs, comparative indicator data, and related resources.

David has over twenty years professional experience in large scale technology project management, with the Demographic and Health Surveys Program and CSTS+ at Macro International. This has included managing international survey data processing operations in India, Nepal, Indonesia, Uganda and Tanzania. He has also developed health and population analysis and dissemination tools for comparative analysis of data. He has been involved in the design, development and programming of dynamic websites for DHS/MEASURE 1 and CSTS+. David has also developed data collection and surveillance instruments for handheld Pocket PC computers. Previously, David worked for CARE and the Congressional Office of Technology Assessment.

He received a Master's Degree in International Management from the School for International Training in Brattleboro, Vermont, and holds professional certificates in computer and web database application programming.

As the Family Planning/Reproductive Health Program Assistant, Mia provides support to the Family Planning/Reproductive Health Technical Advisor through reviewing data for all active Flexible Fund Projects, updating the database, writing project summaries, and assisting in event planning.

Mia recently finished her Masters degree in International Public Health and Development at Tulane University. Before moving to New Orleans to start her graduate program, she worked at the University of California-Irvine in the Epidemiology Department as a Staff Research Associate for the Cancer Genetics Network. Mia also has previous experience in Reproductive Health and Family Planning.

Mia is fluent in Spanish and has previously studied at Catholic University in Quito, Ecuador and been a health volunteer in the Dominican Republic.


Deborah Kumper

As administrative assistant on the CSTS+ team, Deborah manages the project document database for active PVO projects, CSTS+ mailbox and E-mail distribution lists. She is also responsible for logistics planning of major meetings/workshops and customer service support to PVO participants. Deborah also provides word processing support for major CSTS products and administrative support as needed by the team.

Deborah has over 25 years of office experience. For nine years prior to working at Macro on the CSTS+ project, her primary responsibilities were meeting planning, administration of office E-mail and telephone systems, accounts payable, and administrative support to a company officer.

Jennifer's responsibilities at CSTS+, include working closely with CORE’s Monitoring and Evaluation Working Group, providing M&E support as requested by CSHGP grantees, assisting the PVO/NGO Flexible Fund with M&E support to its grantees, and supporting the CSHGP in its annual results reporting.

Jennifer previously served as a Maternal and Child Health Advisor in USAID’s Bureau for Global Health, and prior to that she was a child survival backstop with PLAN International and a member of CORE’s Monitoring and Evaluation and Safe Motherhood/Reproductive Health Working Groups. She has also worked at the field level managing and evaluating child survival projects for CARE and Andean Rural Health CARE (now Curamericas).

As CSTS+ Child Survival Specialist, Michel carries multiple responsibilities. He provides technical leadership on child and maternal health issues to PVOs/NGOs conducting child survival programs; oversees implementation of training and assistance to PVO headquarters and field staff; advises PVOs/NGOs on key technical issues, agendas, program planning, implementation and management; identifies and promotes innovative practices; and assists in formulation of program guidelines.

Michel is a Belgian physician with a degree in Tropical Medicine and a Masters in Public Health. He has 20 years experience working in developing countries beginning his overseas career as a District Medical Officer in Zaire. Since then he has worked in over ten African countries in the capacity of researcher, technical advisor and program manager, including seven years as a technical advisor and country director for a British NGDO. Since moving to the United States in 1997, Michel has worked as a Child Survival/Primary Health Care Technical Officer for BASICS and Technical Specialist for MEDS (Monitoring, Evaluation and Design Support) before joining CSTS+.

Jim is responsible for providing technical support to and working with child survival PVOs/NGOs in the areas of sustainability design and evaluation. He coordinates the CORE-CSTS+ Child Survival Sustainability Assessment (CSSA) framework (which can be found at http://www.childsurvival.com/documents/CSTS/sustainability.cfm ). Jim also provides support for the component areas of the CSSA framework; including health services assessments, community capacity assessments, and organizational development planning and assessments.

He has additional interest and responsibilities in the area of IMCI and tuberculosis. Jim is a family medicine physician. He earned his MD from UCLA and his MPH from Johns Hopkins University Bloomberg School of Public Health. He studied measurement of primary health care organization and orientation in the Latin America and Caribbean region while at JHU. He worked as a clinician in the Washington DC area, and later as a faculty member at Georgetown School of Medicine where he studied, practiced, and taught the Community Oriented Primary Care (COPC) model of community and facility health service integration. He also studied and worked to improve urban community capacity to analyze and manage health concerns. Most recently he worked for the American Red Cross (ARC) in Central America and then at Headquarters, with responsibilities in HIV/AIDS, tuberculosis, and maternal and child health programming. While at ARC he also worked on community volunteer recruitment, retention, and organizational issues, and capacity development to assess and manage community mobilization and participation efforts. He has been a co-chair of the CORE IMCI Work Group. He is fluent in Spanish, and plans on learning French.

In her capacity as a web developer, Deborah assists in the overall development and maintenance of the CSTS+ online information system. Her primary responsibilities are in ASP/SQL/VB programming, web site/database integration and development.

Deborah has previously worked as a web developer at 3H Technology L.L.C., where she developed and implemented a dynamic online voting application, a parking database and an online request parking permit application, a form flow database and an online search, request, and a download form flow application for the General Services Administration (GSA)/National Capital Region (NCR) web site. She was also involved in developing an online telephone book application for GSA/NCR.

She received her M.S. in computer science at Southeastern University, in Washington, D.C.

As the New Partner Child Health Advisor, Jennifer works with prospective and new grantees in USAID's Child Survival and Health Grants Program (CSHGP), building capacity and providing technical assistance for child survival programming. Her primary responsibilities include identifying potential new partners and reducing barriers to partnering with the CSHGP, advising new grantees through the first year of project implementation, and maintaining the HIV/AIDS virtual resource center. She also provides technical assistance to PVOs that are working with the Sustainability Framework.

Jennifer previously worked as the Child Survival Program Advisor for Project Concern International in Zambia. There, she directed and managed a USAID-funded child survival project with a local counterpart. The project integrated prevention of mother-to-child transmission of HIV/AIDS with child survival interventions. Before moving to the field, she served as a headquarters-based backstop for Project Concern, providing technical and administrative support to HIV/AIDS and maternal and child health (MCH) projects in India, Indonesia, and Zambia. Prior to that, she managed quality control efforts for NIH-funded MCH research conducted by the Center for Behavioral Epidemiology and Community Health in San Diego.

Jennifer earned a MPH in Epidemiology at San Diego State University and a BA in International Affairs from George Washington University.
